EU Commission proposes counterfeit and piracy watch list


The European Commission has proposed a counterfeit and piracy watch list that will identify marketplaces outside of the EU where counterfeiting, piracy and other intellectual property abuses are common.

According to the commission, which announced a public consultation on the list on 22 January, the initiative is a part of its strategy for “a balanced IP enforcement system responding to today’s societal challenges”.

The commission said: “Based on stakeholders’ input, the future watch list will help to raise awareness of consumers that might be buying products in those marketplaces, and encourage their operators and owners to crack down on IP abuse.”

The commission said it would also monitor measures taken by local authorities to reduce the availability of goods and services infringing IP rights.

It said: “IP infringement is a particular scourge on European industry and hampers investment and employment in industries reliant on creativity and innovation.”

“According to the EU IP Office and the Organisation for Economic Cooperation and Development, trade in counterfeit and pirated products amount to around €338 billion worldwide.”

“The EU is particularly affected, with counterfeit and pirated products amounting up to around 5 percent of all imports or as much as €85 billion a year.”

Public consultations will close on 31 March 2018.
